The Technical Services Building establishes momentum for the use of the progressive design-build project delivery method for multi-year redevelopment on BPA campus
VANCOUVER – Mortenson, a leading developer and design-builder in Oregon, along with Portland-based Opsis Architecture and California-based DGA Architects, celebrated the opening today of the Bonneville Power Administration Ross Complex Technical Services Building in Vancouver, commemorated by a ribbon-cutting ceremony hosted by BPA.
A critical component of BPA’s operations, the Technical Services Building supports maintenance, testing and repairs to maintain modern electronic transmission communications and controls. According to Thane Miller, architect and manager of the Ross Complex Redevelopment Program at BPA, the new facility will help avoid $85 million in upgrades to the 80-year-old building it is replacing, and it will contribute to savings of hundreds of thousands of dollars per year in avoided lease costs.
Miller further credits the TSB project with establishing the momentum for BPA’s use of the progressive design-build project delivery method for its Ross Complex Redevelopment Program over the next several years.
“The TSB project is a significant pilot project, carving BPA’s path into the progressive design-build project delivery method,” said Miller. “This project is helping change the status quo within BPA’s procurement methods giving us additional tools for more collaborative contractual partnerships, and allowing us to realize improvements in the management of project resources and processes.”
“Through this program, we hope to bring a campus-like experience to BPA’s operations and staff, focusing on building and redevelopment of new and existing buildings,” added Miller.
The progressive design-build project delivery led by Mortenson for the TSB building integrated the use of prefabrication, which reduced two months from the construction timeline and gleaned a savings of more than $1 million on the overall budget.
“Prefabrication is one of the fastest growing practices in construction today, most notably for the shorter construction schedules and cost savings, both of which proved beneficial in this critical BPA facility,” said Mike Clifford, Mortenson vice president and general manager. “The decision to use prefabrication for the TSB project was the result of a collaborative and intentional process between BPA and all members of the progressive design-build project delivery team.”
